RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee to execute on behalf of the County Memorandum of Understanding (MOU) #78-090 with Kaiser Foundation Health Plan, Inc., a non-profit corporation, to govern the coordination of Non-Specialty Mental Health Services (NSMHS) and Specialty Mental Health Services (SMHS) between the County's Behavioral Health Services Division (BHSD) and Kaiser for Kaiser's Medi-Cal beneficiaries served by BHSD, effective upon signature of both parties and shall automatically renew for successive one year periods until terminated by either party.

FISCAL IMPACT:
This is a non-financial Agreement.

BACKGROUND:
This MOU supports the coordination and delivery of behavioral health services between Kaiser and County's Behavioral Mental Health Plan (MHP). Specifically, the program encompasses the integration and coordination of NSMHS, SMHS and substance use disorder (SUD) services for Medi-Cal beneficiaries.

The MOU outlines the responsibilities of both the MHP and Kaiser in providing NSMHS and SMHS. These services are intended for Medi-Cal beneficiaries who meet the eligibility criteria set forth in the applicable guidance. In addition, the program supports the coordination of the Drug Medi-Cal Organized Delivery System (DMC-ODS) and Kaiser for the provision of SUD services.

Approval of MOU #78-090 will allow the Contractor and County to define each party's roles and responsibilities, support local collaboration and improve care coordination and referrals for Medi-Cal beneficiaries who meet the eligibility criteria set forth in the applicable guidance and shall automatically renew annually until such time it is terminated by either party.
