Report Title: Purchase Order with OverDrive, Inc. for eBiblioFile MARC records for a two-year period starting when the Blanket Purchase Order is issued

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with OverDrive, Inc., subject to the terms of their Terms and Conditions, in an amount not to exceed $24,999 for the purchase of eBiblioFile MARC records, for a two-year period starting when the Blanket Purchase Order is issued.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
eBiblioFile offers full, ready-to-load records in MARC21 format that can be edited locally as needed. When a full record cannot be provided, a minimum record is delivered at no cost with the option of receiving full-level replacement records once the titles are cataloged. MARC records are delivered within 24-28 hours of placing an order with Overdrive. MARC records allow libraries to share and manage catalog data electronically, enabling efficient searching and retrieval of resources.
The terms and conditions include a limitation of liability provision and is governed by Ohio law, which was reviewed by County Counsel.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with the OverDrive, Inc. eBiblioFile MARC records.
