RECOMMENDATIONS:

AUTHORIZE the Fire Chief, or designee, to execute an agreement with the California Governor's Office of Emergency Services in an amount not to exceed $200,000 for reimbursement of regional hazardous materials response training for the period July 1, 2026 through June 30, 2029.

 

FISCAL IMPACT:

The District may be reimbursed up to $200,000 for costs associated with hazardous materials response training.

 

BACKGROUND:

Select Contra Costa County Fire Protection District (District) firefighters are trained to staff the California Governor's Office of Emergency Services (Cal OES) Type II Haz Mat Response Team. The Team assists the District with responses to hazardous materials releases within the State of California.

 

The agreement will provide reimbursement for hazardous materials response team members to attend hazardous materials training. It also includes reimbursement of annual physicals, backfill, overtime, travel, lodging, and per diem costs for attending the training. Moreover, it includes reimbursement to attend and complete several associated courses (certified Hazmat Technician A thru D, Hazmat Specialist F & G, Assistant Safety Officer (ASO), Hazardous Materials Continuing Challenge Workshop, Terrorism for the Hazardous Materials Technician/Specialist, Hazardous Materials Incident Commander (HMIC), Hazardous Materials Refresher, Rail Car, Terrorism / Weapons of Mass Destruction (WMD)).

 

CONSEQUENCE OF NEGATIVE ACTION:

The District will be unable to receive reimbursement for costs associated with hazardous materials training.
