RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Yerba Buena Engineering & Construction, Inc. in an amount not to exceed $6,000,000, to provide on-call general construction maintenance and repair services at various County sites and facilities, for the period of November 1, 2025 through October 31, 2030, Countywide.

FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)

BACKGROUND:
The Public Works Department, Facilities Services, is responsible for the maintenance, repairs, and small construction projects of all County buildings and facilities. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. On August 31, 2025, three on-call general construction contracts expired after reaching their maximum five-year term. These contracts were utilized by the Public Works Department.

The Public Works Department recently conducted a formal solicitation for on-call general construction maintenance and repair services in May of 2025. The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000077. After thorough evaluation of the bids received, Yerba Buena Engineering & Construction, Inc. was one of three contractors awarded for these services. This contract will have a term of five (5) years. The contract payment limit will be $6,000,000.

Facilities Services is requesting approval of a contract with Yerba Buena Engineering & Construction, Inc. for the term November 1, 2025 through October 31, 2030, in the amount of $6,000,000.
