RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Liberty Union High School District, to increase the payment limit by $50,000 in an amount not to exceed $450,000 to cover the costs of district wide salary increases and program costs for the Vocational and Academic Skills Training for Welfare-to-Work participants with no changes to the original term ending June 30, 2026.
FISCAL IMPACT:
100% Federal to be funded by California Work Opportunity and Responsibility to Kids (CalWORKs) Single Allocation; 100% budgeted in 25-26.
BACKGROUND:
Employment and Human Services Department (EHSD) provides countywide employment skills training and individual education planning for CalWORKs Welfare-to-Work (WTW) participants through the Finding Opportunities Careers for Ultimate Self-Sufficiency and Career Connections Programs. These services are currently administered by Liberty Adult Education as an integral part of the CalWORKs WTW Program. These courses are designed to provide assistance to families with the goal of obtaining employment and becoming self-sufficient.
On May 5, 2024, the Board approved the initial Contract. This amendment will increase the payment limit by $50,000; all other terms will not change. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County will not be able to continue to provide these services through Liberty Adult Education to CalWORKs WTW participants.
