RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-312-48 with VistAbility, a non-profit corporation, in an amount not to exceed $506,404, to provide specialized translation, interpretation and culturally aligned case management services for Southeast Asian refugees in West Contra Costa County for the period July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $506,404 over a 3-year period and will be funded 100% by Mental Health Realignment funds.
BACKGROUND:
This Contract meets the social needs of County's population by providing translation, interpretation and culturally aligned case management services to Southeast Asian refugees in West Contra Costa County. Program services include, but are not limited to, medication translation, referral and appointment information, family case management and education services such as medication compliance, community integration, parenting skills, survival English skills, travel training, sexual assault prevention and computer training. This Contractor has been providing these specialized services since 2020.
This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, ?5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations ("CCR"), Title 9, ? 523 et seq. (Community Mental Health Services) and California Government Code ?? 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations.
