RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Clean Harbors Environmental Services, Inc., in an amount not to exceed $1,000,000, to provide environmental and hazardous waste pick up for the period of April 1, 2026 through March 31, 2031, Countywide.

BACKGROUND:
Contra Costa County Public Works plays a critical role in safeguarding public health, protecting the environment, ensuring regulatory compliance, and promoting community safety through its management of hazardous materials. Environmental and hazardous waste collection services help minimize risks to residents, wildlife, and the surrounding environment throughout the County.
In October 2025, the Public Works Department conducted a formal solicitation for environmental and hazardous waste pick up, posting the Request for Proposal on BidNet Direct (RFP_F-Contr-0000000139). Five proposals were received, including one from Clean Harbors Environmental Services, Inc., which was ultimately awarded the contract.
Clean Harbors Environmental Services, Inc. provides a range of environmental and hazardous waste services, including the removal, collection, loading, transportation, and disposal of toxic materials. Services cover items such as oil and filters, wastewater, antifreeze, paint containers, chemicals, universal waste, tank cleaning, oil-water separator maintenance, vacuum truck services, and related support.
Fleet Services is requesting approval of a service contract with Clean Harbors Environmental Services, Inc. for the term April 1, 2026 through March 31, 2031 in the amount of $1,000,000.
