Report Title:                      Contract Amendment with Consolidated Printers, Inc.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract amendment with Consolidated Printers, Inc. to increase the payment limit by $3,000,000 to $10,500,000 for printing, assembly, and mailing County Voter Information Guide Materials, and extend the term through December 31, 2027.

FISCAL IMPACT:

Up to $3,000,000, partially recoverable through jurisdiction election reimbursement. 100% General Fund.

BACKGROUND:

The Clerk-Recorder has been under contract with Consolidated Printers, Inc. since December 19, 2019, for printing, assembly, and mailing sample ballot (voter information guide) materials. In 2022, the Clerk-Recorder conducted a Request for Proposal and selected Consolidated Printers, Inc. and entered into a contract on December 31, 2023. In March 2026, the Department amended its agreement with Consolidated Printers, Inc. to replace the Pricing Schedule. The existing agreement is set to end on December 31, 2026. This amendment will carry the Department through December 31, 2027, and ensure uninterrupted printing, assembly, and mailing of County Voter Information Guides of any special elections that may occur in 2027.

CONSEQUENCE OF NEGATIVE ACTION:

The Clerk-Recorder would be unable to print County Voter Information Guide Materials for any elections and would potentially expose the County to legal action for the Department being out of compliance with the statutory requirement to mail out voter materials before each election.
