RECOMMENDATIONS:

APPROVE and AUTHORIZE the Human Resources Director, or designee, to execute a contract with Equifax Workforce Solutions, LLC, in an amount not to exceed $220,000 to provide the County Affordable Care Act reporting services, for the period of January 1, 2025, through December 31, 2027, subject to approval as to form by County Counsel.

FISCAL IMPACT:

The cost of this contract is 100% funded through the Benefits Administration fee, which is charged out to departments.

BACKGROUND:

A Request for Proposals (RFP) for Affordable Care Act reporting services was issued in June 2024. Equifax Workforce Solutions, LLC ("Equifax") was determined as the best match for the County requirements.
The Affordable Care Act (ACA) requires that the County file information returns with the Internal Revenue Service and provide statements to employees about the health insurance coverage offered by Contra Costa County. Equifax will assist the Human Resources Department to comply with the ACA requirement by providing a cloud-hosted software solution. The system will enable the County to provide required data to Equifax electronically. Equifax will file the IRS required reports and mail the required statements to County employees. The contract obligates the County to indemnify Equifax for losses arising out of the County's breach of the agreement.
A three-year contract, with an option for two one-year renewal periods, has been negotiated. This action authorizes the Human Resources Director, or designee, to execute the contract with Equifax. The contract is subject to County Counsel's review and final approval.
