Report Title: Child Abuse Prevention Council of Contra Costa County
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Child Abuse Prevention Council of Contra Costa County in an amount not to exceed $100,000 to provide the Nurturing Parenting Program to families and children and to provide 82 gift cards with a total value of $8,200 for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
70% State, 30% County; all of which is budgeted in FY 26-27.
BACKGROUND:
In June 2025, Child Abuse Prevention Council of Contra Costa County (CAPC) was awarded a Contract resulting from Request for Proposal 1216 to deliver services through the Family and Children's Trust. CAPC will operate The Nurturing Parenting Program offering a culturally and linguistically appropriate, trauma-and evidence-informed parent education program which focuses on the Protective Factor's Framework in order to prevent adverse childhood experiences.
The initial contract was authorized by the Board on June 10, 2025 (C.44). On May 12, 2026 (C.24), the Board authorized the execution of this contract renewal. This contract provides stipends in the form of Target gift cards which require Board approval per Administrative Bulletin 615. These incentives are intended to support participation from families who complete a 15-18 week parenting educational session.
This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, County will be unable to provide valuable services to provide parenting education and early intervention services through CAPC.
