Report Title: Response to Civil Grand Jury Report No. 2607, entitled "Ambulance Patient Offload Delays: Time is of the Essence"
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
ACCEPT the report prepared by the Health Services Department as the Board of Supervisors' response to Contra Costa Civil Grand Jury Report No. 2607, entitled "Ambulance Patient Offload Delays: Time is of the Essence", and DIRECT the Clerk of the Board to transmit the Board's response to the Superior Court.
FISCAL IMPACT:
Staff time from the Health Services Department and the County Administrator's Office in preparing the response for Board of Supervisors' consideration.
BACKGROUND:
Civil Grand Jury Report No. 2607, entitled "Ambulance Patient Offload Delays: Time is of the Essence" was issued by the 2025-2026 Contra Costa County Civil Grand Jury and filed with the Superior Court on May 28, 2026.
The Contra Costa Civil Grand Jury Report was formally received by the Board of Supervisors on June 23, 2026 and referred to the Health Services Department and County Administrator'a Officw to provide a response report that clearly specifies:
1. Whether there is agreement, partial disagreement, or complete disagreement with each finding, and detailed responses to those with partial or complete disagreement responses.
2. Whether recommendations have been, will be, or will not be implemented, as well as whether recommendations require further analysis, and an explanation for such responses.
Attached are the proposed responses to the findings and recommendations requested of the Board of Supervisors.
Also attached, for informational purposes, is the draft response to the Civil Grand Jury's findings and recommendations included in the same report (2607) and directed to the Contra Costa County Fire Protection District (CCCFPD) Board of Directors. No Board action at this time is needed for...
