Report Title: Purchase Order with JWC Environmental Inc. for Grinder Equipment.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Public Works Director, a purchase order with JWC Environmental Inc., in an amount not to exceed $25,000, to supply grinder units and replacement parts on an as-needed basis, for the period July 14, 2026 through January 13, 2027, at Juvenile Hall and the Martinez Detention Facility.
FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)
BACKGROUND:
The Public Works Department, Facilities Services Division, is responsible for maintaining all County buildings and properties.
The Juvenile Hall and Martinez Detention Facilities rely on Muffin Monster grinders, manufactured by JWC Environmental Inc., to prevent pipe blockages caused by debris entering the wastewater system. These grinders are critical to maintaining uninterrupted sewer operations and preventing backups that can cause health hazards, facility damage, and operational disruptions. This purchase order will allow for the purchase of new grinder units, related parts and equipment for these grinders, and rebuilt grinder units.
The JWC Environmental Inc. Terms and Conditions of Sale contain limitation of liability language that has been reviewed by County Counsel.
Facilities Services is requesting approval for a six-month purchase order with JWC Environmental Inc. for the term July 14, 2026 through January 13, 2027, in the amount of $25,000.
CONSEQUENCE OF NEGATIVE ACTION:
If this purchase order is not approved, procurement of grinder equipment with JWC Environmental Inc. will discontinue.
