RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase order with Pryme Infil, Inc., in an amount not to exceed $20,000, and ACCEPT a Live User Agreement to provide access to their centralized SWAT platform and mobile application for the Office of the Sheriff SWAT Division for the period July 1, 2026 through June 30, 2027.


FISCAL IMPACT:
Approval of this request will result in up to $20,000 in contractual service expenditures over a 1-year period and will be funded 100% by the General Fund.


BACKGROUND:
Currently, the Office of the Sheriff SWAT Team utilizes Microsoft Word to develop and maintain training plans, operational plans, and after-action reports. During real-time operations, the Office of the Sheriff also relies on the Communications Center to rapidly notify SWAT personnel of incidents requiring an immediate response.

Pryme Infil is a computer program and mobile application that provides a centralized platform for SWAT operations. It allows team members to receive active callout notifications, develop risk assessments and operational plans, utilize GPS mapping, send encrypted messages, maintain surveillance notes, manage negotiator logs, upload drone feeds, share dispatch logs, create training and after-action reports, track inventory, manage team calendars, maintain records, and efficiently produce documentation for discovery. The platform is also DOJ and CJIS compliant.

Based on the Office of the Sheriff's current methods for documenting SWAT training and operational activities, acquiring Pryme Infil would significantly improve the team's efficiency and effectiveness.
