RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works director, or designee, to execute a contract amendment with Noll & Tam Architects, effective January 16, 2024 to increase the payment limit by $1,000,000 to a new payment limit of $1,750,000 for on-call architectural services with no change to the term March 21, 2023 through March 20, 2026, Countywide.

FISCAL IMPACT:
100% Various Funds. Projects will be assigned to the on-call architect when there is an approved project and funding.

BACKGROUND:
On March 21, 2023, the Board of Supervisors approved an on-call Consulting Services Agreement with Noll & Tam Architects in the amount of $750,000.
The contract payment limit has been nearly reached. Noll & Tam Architects is currently engaged to provide services on multiple County projects. Due to their demonstrated expertise and responsiveness, they have developed into the County's preferred option to provide architectural services for library projects and are a favored choice for complicated civic projects. Some of the County projects that Noll & Tam Architects is currently engaged on include the Central County Storage Facility and Bay Point Library projects, as well as some smaller-scale library projects.
Meanwhile, new projects with immediate needs are presenting themselves, but more importantly, the Bay Point Library project and the Central County Storage Facility are larger, more complicated projects that will have ongoing architectural needs. Noll & Tam is currently tasked with preliminary stage work on both projects. As the projects proceed, bringing their ultimate needs into focus, additional architectural services will be required.
