RECOMMENDATIONS:

APPROVE Budget Amendment No. BDA-26-00556, authorizing the transfer of appropriations in the amount of $800,000 from Fund 100300 (Dept 0255) Org 2501-4948 (Other Special Departmental Expenditures) and appropriating it to Public Work’s Fund 100300 (Dept 0111) Org 4411-4114-WH114A for the Training Tower Construction Project for the Office of the Sheriff.

 

FISCAL IMPACT:

This appropriation is to budget construction project in Org 4411-4114-WH114A for $800,000 and is funded 100% by the General fund.

 

 

BACKGROUND:

In 2023, the Contra Costa County Office of the Sheriff identified the need to construct a regional public safety rescue and training structure at the Sheriff’s Range in Clayton, CA. This multi-level structure will have modular (movable) interior walls for customization, smoke system, lighting, audio system, exterior platforms, interior/exterior staircases, tower platform, rappelling wall, shuttered windows, a climbing exterior wall, and other options. This structure will provide Sheriff’s Office personnel, the County, and regional public safety partners with a specialized training building capable of training and preparing first responders for a multitude of real-world critical incident scenarios.

 

This project was approved and all permits, plans, and designs have already been completed. The original budget for construction costs was estimated at $275,000. However, the lowest bid received for construction costs was $795,000 and the second lowest bid was $945,000. The additional funding is needed to complete the construction of this building and to account for unforeseen expenses until the completion of this project.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The Office of the Sheriff will be unable to complete the project.
