RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute, on behalf of the Employment and Human Services Department, a Software and Services Agreement with Excellesoft Partners, LLC, in an amount not to exceed $49,022, for the provision of hosting, maintenance, and support of a web-based In-Home Supportive Services Provider Enrollment system REVA, for the period May 1, 2026, through June 30, 2029.

FISCAL IMPACT:

48% Federal, 33% State, 19% County; $2,580.11 is budgeted in FY 25/26, $15,480.63 will be budgeted in FY 26/27, $15,480.63 will be budgeted in FY 27/28 and $15,480.63 will be budgeted in FY 28/29.

BACKGROUND:

The In-Home Supportive Services (IHSS) Public Authority utilizes a contractor-hosted, web-based system known as REVA to manage provider enrollment, documentation, and workflow processes. REVA enables providers to complete required forms, sign documents electronically, and schedule enrollment appointments, while allowing staff to track provider information, manage workflows, and generate reports. Excellesoft Partners, LLC is the developer and sole owner of REVA.

The System Subscription Agreement includes mutual indemnification provisions under which both parties agree to defend, indemnify, and hold each other harmless from claims, damages, and liabilities arising out of or related to the performance of the Agreement.

CONSEQUENCE OF NEGATIVE ACTION:

Should the proposed action not be approved by the Board of Supervisors, the IHSS Public Authority will be unable to effectively support provider enrollment, tracking, and related administrative operations.
