Report Title:                     Position Adjustment to Add one full-time Supervising Accountant

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

ADOPT Position Adjustment Resolution No. 26209 to add one (1) full-time Supervising Accountant (SAHJ) (represented) position at salary plan and grade ZA5 1703 ($8,065-$9,803) in the Public Works Department.

 

FISCAL IMPACT:

This action will result in increased salary costs of $60,025. (100% Road, Flood Control, and Special District funds)

 

BACKGROUND:

The Public Works Finance Division has one Supervising Accountant who is the subject matter expert for the Flood Control accounting and is responsible for project and fund accounting, accounting for various project specific grants, performing analysis, generating various reports, and supervising staff. The current Supervising Accountant incumbent will be retiring in March 2024.  The current incumbent’s position will be canceled after the incumbent retires.

 

Since this position is specialized, a certain level of expertise is required to succeed in this position and cross training with existing staff is not adequate, given the demands and workloads.

 

An employment list for Supervising Accountant is available and expires in December 2023. The department would like to utilize the existing list to hire a new Supervising Accountant to prevent gaps and loss of knowledge with the pending retirement.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Public Works Department will not have an adequately trained incumbent or staff to meet the work demands.
