Report Title:                     Approve 2025-2028 Local Plan for Workforce Development Board of Contra Costa County

RECOMMENDATIONS:

ACCEPT the 2025-2028 Workforce Development Board of Contra Costa County Local Plan and AUTHORIZE the Chair of the Board of Supervisors, or designee, to approve and sign the Local Plan and Local Board Determination, as recommended by the Employment and Human Services Director.

 

FISCAL IMPACT:

None.

 

BACKGROUND:

Under the Workforce Innovation and Opportunity Act (WIOA), the Workforce Development Board of Contra Costa County (WDBCCC) is tasked with producing a four (4) year plan (Local Plan) that provides an overview of the local workforce system, strategies that will be used to achieve goals, delivery approaches to increase outreach and accessibility, and efforts to improve service integration among workforce partners.

 

The Local Plan is necessary for continued implementation of WIOA, including fostering demand-driven skills alignment; enabling upward mobility for all Californians; prioritizing populations with the most barriers; and ensuring that efforts take into account environmental sustainability

 

CONSEQUENCE OF NEGATIVE ACTION:

Without submission of the Local Plan, the WDBCCC would be out of compliance with WIOA requirements.

 

CHILDREN'S IMPACT STATEMENT:

This plan supports all five Contra Costa County’s community outcomes of the Children’s Report Card”:  (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families”.
