Report Title: Classification Study, Compensation Study, and Executive Recruitment Services

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute a contract with Regional Government Services Authority for classification study, compensation study, and executive recruitment services in an amount not to exceed $200,000, for the period of May 1, 2026, through April 30, 2029.
FISCAL IMPACT:
The cost will be offset by charges to user departments that will utilize the services. (100% User Departments)
BACKGROUND:
The County conducted a Request for Proposals to solicit multiple vendors for project-based classification studies, compensation studies, and executive recruitment services.
Regional Government Services Authority will provide classification and compensation study services, including larger countywide studies that serve to consolidate, standardize, and align the scope, type, and level of work performed in all classifications throughout the County and analysis of salary comparability both internally and externally with comparator counties. Regional Government Services Authority will also provide executive recruitment services including advertisement, candidate sourcing, application reviews, and initial candidate screenings for select vacancies on an as-needed basis when requested by user departments.
The agreement contains changes from the General Conditions’ indemnification provision, including the clarification that Contractor’s indemnification relates to third-party claims.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract is not approved, Human Resources will not be able to support departments with specialized classification, compensation and executive recruiting services when needed.
