RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Health Services Director, a purchase order with Trace3, LLC in an amount not to exceed $510,324 to renew Contra Costa Health (CCH) Information Technology's Pure Flash Array hardware and software support and maintenance services for the period from November 26, 2025, through December 31, 2026.

FISCAL IMPACT:
Approval of this purchase will result in a one-time expenditure of up to $510,324 and will be funded by Hospital Enterprise Fund I revenues.

BACKGROUND:
The CCH Information Technology Unit currently owns Pure Storage Flash Arrays, which stores cclink electronic health records (EHR) data. Pure Storage support and maintenance are critical for maintaining the FlashArray and ensuring it remains operational. Pure Storage provides proactive monitoring through their Pure1 platform, which identifies potential issues before they become critical, ensuring consistent performance and uptime.

Delays were encountered due to extended negotiations with the vendor and additional time was required to align and co-term the renewal with existing agreements. On February 11, 2026 the Purchasing Agent approved the continued use of Trace3, LLC.

The purchase will be governed by the Master Services Agreement, dated May 17, 2019, between Groupware Technology, Inc. now Trace3, LLC and Contra Costa County, and End User Agreement, dated April 21, 2017, between Pure Storage, Inc. and the County.

CONSEQUENCE OF NEGATIVE ACTION:
