Report Title: Contract amendment for design services for East County Service Center (ECSC) Project

RECOMMENDATIONS:
AUTHORIZE and APPROVE the County Administrator, or designee, to execute a contract amendment with Webcor Construction L.P., a Delaware Limited Partnership, to increase the payment limit of the preconstruction phase (Phase 1) contract by $3,100,000 to a not to exceed amount of $6,200,000 to provide additional services for the East County Service Center (ECSC) Project.
FISCAL IMPACT:
The ECSC Project is part of the 20-year Capital Facilities Master Plan approved by the Board of Supervisors in September 2022. The total project budget is currently estimated to be $143,000,000. The increased payment limit of $6,200,000 is not an increase of the total project budget but reflects an acceleration of previous phase 2 activities into the phase 1 design phase. The total project budget is funded through General Fund reserves, primarily from the General Fund Capital Reserve, with additional funds assigned from the General Fund balance, or other sources, as needed.
BACKGROUND:
The preconstruction phase of the ECSC project has evolved significantly from the initial validation stage to the present day, incorporating additional scope beyond the original contract requirements. The Design-Build Entity (DBE) team has been requested to perform the following expanded tasks:
* Transition the primary structural system from concrete to a mass timber structure and timber core design.
* Perform additional analyses and design modifications to achieve LEED v5 certification, including:
o Increased photovoltaic (PV) and electric vehicle (EV) capacity.
o Integrate a battery energy storage system (BESS) and microgrid into the project design.
