RECOMMENDATIONS:
APPOINT Rocio Hernandez to the District I Alternate Commissioner Seat on the First 5 Commission, DECLARE a vacancy in the District I Commissioner Seat, and DIRECT the Clerk of the Board to post the vacancy.

BACKGROUND:
The First 5 Commission was developed pursuant to the California Children and Families First Act of 1998, an initiative Constitutional Amendment approved by the voters as Proposition 10. Contra Costa County established the First 5 Children and Families Commission with Board Resolution 98/46.
CONSEQUENCE OF NEGATIVE ACTION:
The First 5 - Contra Costa Children and Families Commission may not be able to conduct routine business.
