RECOMMENDATIONS:

APPROVE and AUTHORIZE the Director of Human Resources, or designee, to enter into a Master License and Service Agreement with eSkill Corporation in an amount not to exceed $24,500 for a hosted applicant assessment and scoring system for the period of July 1, 2025, through June 30, 2026.

 

FISCAL IMPACT:

The cost for the term of the agreement is within the Human Resources Department’s FY 25-26 budget. 100% General Fund.

 

 

BACKGROUND:

The County has been contracting with eSkill Corporation since 2019 to provide virtual applicant assessments for the purpose of employee recruitment. The applicant assessment and scoring system will be hosted on the internet by the vendor. The agreement obligates the vendor to limit its liability to the County from any and all causes, including negligence and indemnity, to the total fees paid by the County to the vendor during the twelve (12)-month period preceding the claim. The agreement obligates the County to indemnify the vendor for third-party losses arising out of the County’s negligence or willful misconduct in performing the agreement.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, the County will not be able to access the vendor’s applicant assessment and scoring system which would significantly hinder the ability to continue modernizing recruitment processes.
