RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Pacific Clinics, in an amount not to exceed $950,400 to provide transitional housing and supportive services to eligible emancipated transitional aged former foster youth for the period July 1, 2026, through June 30, 2028.

FISCAL IMPACT:

100% State; of which 50% is budgeted in FY 26-27, and 50% will be budgeted in FY 27-28.

BACKGROUND:

Transitional Housing Program-Plus (THP+) is a transitional housing program for young adults who exit foster care on or after their 18th birthday and are not yet 25 years of age. The housing model provides participants a safe living environment while obtaining skills and supportive services to become self-sufficient, including educational and employment services, counseling and crisis intervention, as well as assistance with securing permanent housing. With the approval of this contract renewal, Pacific Clinics (Contractor) will continue to provide THP+ services in alignment with requirements defined by the California Department of Social Services for up to an average of twelve (12) full-time participants per month as referred by Employment and Human Services, Children and Family Services.

The Board of Supervisors previously approved recent contracts for these services on May 9, 2023 (C.34), for FY 2023/2026 and on June 7, 2022 (C.69), for FY 2022/2023. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
