Report Title: Contract with West Coast Electric Service Company, Inc. for On-Call Electrical Main Switchgear and Infrared Testing Maintenance and Repair Services, Countywide.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with West Coast Electric Service Company, Inc. in an amount not to exceed $1,500,000, to provide on-call electrical main switchgear and infrared testing maintenance and repair services at various County sites and facilities, for the period of March 1, 2026 through February 28, 2031, Countywide.
FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)
BACKGROUND:
The Public Works Department, Facilities Services, is responsible for the maintenance and repair of all County buildings and facilities. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. Electrical main switchgear repairs, infrared testing, and upgrades to County high voltage and medium voltage electrical systems are included in this type of maintenance.
The Public Works Department recently conducted a formal solicitation for on-call electrical main switchgear and infrared testing maintenance and repair services in July of 2025. The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000103. After thorough evaluation of the bids received, West Coast Electric Service Company, Inc. was one of three contractors awarded for these services. This contract will have a term of five (5) years. The contract payment limit will be $1,500,000.
Facilities Services is requesting approval of a contract with West Coast Electric Service Company, Inc. for the term March 1, 2026 through February 28, 2031, in the amount of $1,500,000.
