Report Title: Master Contract Amendment #78-072-1 with the County of Alameda
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Master Contract Amendment #78-072-1 (County of Alameda Procurement #29896; Master Contract #900386) with the County of Alameda, a government agency, to pay Contra Costa County an amount not to exceed $3,065,146 for Contra Costa County's HIV/STI Program's provision of HIV support services for low-income residents diagnosed with HIV disease, returning to care and/or transferring to Contra Costa County for the period March 1, 2026 through February 29, 2028.
FISCAL IMPACT:
Approval of this Master Contract Amendment will result in an amount up to $3,065,146 in funding over a two-year period from the County of Alameda, as the Grantee of federal funds under the Ryan White CARE Act/Ryan White HIV/AIDS Program (RWHAP)/Ending the HIV Epidemic (EHE) Initiative. No County match is required.
BACKGROUND:
The Contra Costa County HIV/STI Program receives Ryan White CARE Act/RWHAP/EHE funding from County of Alameda to deliver core medical and support services for County residents living with HIV. These services include medical case management, early intervention services, linkage to care, rapid antiretroviral therapy (ART), medical nutrition therapy, medical transportation, oral health services, and food assistance. EHE supports efforts to improve access to care and health outcomes for individuals newly diagnosed with HIV, returning to care, transferring into Contra Costa County, or not virally suppressed. Program goals include initiating rapid ART for 80% of successfully engaged individuals, enrolling 95% of referred clients into medical case management, and achieving viral suppression within 60 days for 65% of individuals starting ART.
