Title: APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Legacy Court, L.P, to develop and implement the Legacy Court Project to provide housing and supportive services for individuals and their families who have severe mental illness and/or serious emotional disturbance and who are homeless, or at risk of becoming homeless under the No Place Like Home Program effective October 1, 2025 and shall be coterminous with the state No Place Like Home Regulatory Agreement through September 30, 2045, with an option to extend the term for one-year periods. RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Memorandum of Understanding (MOU) #78-093 with Legacy Court, L.P., a limited partnership, to collaborate with the Behavioral Health Services Division (BHSD) and Health, Housing and Homeless Services Division (H3) to develop and implement the Legacy Court Project, hereinafter ("Project"), which will provide housing and supportive services to individuals and their families, who have severe mental illness and/or serious emotional disturbance and who are homeless, or at risk of becoming homeless under the No Place Like Home Program (NPLH), effective October 1, 2025 and shall be coterminous with the state NPLH Regulatory Agreement through September 30, 2045,with an option to extend the term for one (1) year periods.

FISCAL IMPACT:
There is no fiscal impact for this action. This MOU is a non-financial agreement.

BACKGROUND:
County and Contractor have jointly applied to utilize No Place Like Home ("NPLH") Program funds for the costs associated with developing the Project. The Project includes thirteen (13) NPLH housing units located at 1243, 1300 and 1329 Fred Jackson Way in Richmond. The Project includes housing and supportive services to individuals and their families, who have severe mental illness and/or serious emotional disturbance and who are homeless, or at risk of becoming homeless. Supportive services include wraparound, intensive, integrated, personalized, strength-based services and will enable individuals to maintain their housing, improve their health and quality of life, and meet their personal goals.
