RECOMMENDATIONS:
ADOPT Resolution ratifying the prior decision of the Public Works Director, or designee, to fully close a portion of Newport Drive, between Worthing Way and Slifer Drive for 24 hours, and between Slifer Drive and Newport Lane from 9:00 a.m. through 3:00 p.m., on March 27, 2025, through May 6, 2025, for the purpose of installing a new sewer main, Discovery Bay. (District III)

No fiscal impact.
BACKGROUND:
Century Communities is installing a sewer main under a portion of Newport Drive for the Newport Pointe subdivision SD09-09278. They encountered substantial ground water in the trench which has led to the degradation of the trench walls. The road closure needed to be expanded to safely continue work as there was insufficient road width to safely accommodate through traffic near the work zone.
The closure between Worthing Way and Slifer Drive was for 24 hours a day as dewatering wells were installed in the road. Full closure is extended from Slifer Drive to Newport Lane from 9:00 a.m. through 3:00 p.m. Outside of working hours, a single travel lane was provided through this segment with two-way traffic controlled by a temporary traffic signal device.
The applicant shall follow guidelines set forth by the Public Works Department.
CONSEQUENCE OF NEGATIVE ACTION:
The applicant will not have permission to close the road to complete the sewer main installation.
