RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee (Deputy Director of Health Services, Contra Costa Health Plan CEO), to execute three Applications for Community Booth/Merchant at the Market Space and Participation License Agreemen with the Pacific Coast Farmers' Market Association for the purpose of conducting Contra Costa Health Plan (CCHP) member outreach and education at Pacific Coast Farmers' Market locations in Pinole, Concord, and Brentwood through April 30, 2028.

There is no fiscal impact for this action.
BACKGROUND:
California Senate Bill 1019: Medi-Cal Managed Care Plans: Mental Health Benefits passed in 2022. It required CCHP to develop an annual outreach and education plan for CCHP members and Primary Care Providers (PCP) about covered mental health benefits. As part of the plan development, CCHP was required to solicit feedback from the Community Advisory Committee (CAC) to ensure the outreach and education plan is culturally and linguistically appropriate, as well as adequate in its scope. When the draft outreach and education plan was presented to the CCHP CAC, Committee members made the recommendation to conduct outreach and education events at county Farmers' Markets, as well as Open Air/Flea Markets.
CCHP plans to conduct health education and outreach to county Medi-Cal and Medi-Cal eligible residents and provide information regarding access to county health resources at Farmers' Market locations in Pinole, monthly on the fourth Saturday; Concord, monthly on the first Tuesday; and Brentwood, monthly on the second Saturday.
