RECOMMENDATIONS:
APPROVE Budget Amendment BDA-26-00633 authorizing adjustments within the County Superior Court Related Functions Agency in the amount of $50,000 from the Civil Grand Jury Department budget to the Criminal Grand Jury Department budget to account for actual expenditures as part of the FY 2025-26 year-end balancing.
FISCAL IMPACT:
The County is responsible for funding certain functions of both civil and criminal grand juries. This action transfers appropriations in the amount of $50,000 from the Civil Grand Jury to the Criminal Grand Jury budget, both of which are fully funded by General Purpose Revenue and included in the adopted FY 2025-26 budget.
BACKGROUND:
The Superior Court Related Functions Agency includes budgets for the County's portion of costs for Civil Grand Jury and Criminal Grand Jury functions in Contra Costa County. Each budget serves a distinct statutory role within the County's justice system and prior year expenditure trends are used for fiscal year budget developments. Current year expenditures reflect an increase in Criminal Grand Jury expenditures related to the increasing number of criminal cases and trials, while Civil Grand Jury expenditures have remained relatively flat.
The recommended adjustment to the budget is part of the County's ongoing fiscal management practices, which include monitoring departmental expenditures and adjustments as needed to maintain compliance with legal mandates and to support the effective functioning of the Superior Court's grand jury operations.
