RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26372 to cancel one (1) vacant Mental Health Specialist I (VQWD) position (pos #20287) at salary plan and grade TC5 1193 ($5,111.05- 6,849.29) and add one (1) Administrative Analyst (APWA) at salary plan and grade ZB5 1277 ($5,554.32-$6,751.30) to Behavioral Health division in Health Services Department.

FISCAL IMPACT:
Upon approval, this would result in an annual cost savings of $1,888.49 and an annual cost savings of $275.89 in pension costs. This will be 100% funded by Mental Health Services Act.

BACKGROUND:
In March 2024, voters passed Proposition 1/SB 326 in an effort to transform California's behavioral health initiatives. As a result, California counties are now required to have a Behavioral Health Advisory Board in place as of January 1, 2025. Because of this state-mandated commission, Contra Costa's Mental Health Commission and the Alcohol and Other Drugs Advisory Board will be disbanded, and a combined Behavioral Health Advisory Board will be formed in order to be in compliance with Prop 1.
To effectively support the new Board and also assist Behavioral Health Administration with the implementation of Prop 1, an Administrative Analyst position is needed to perform the following functions: become thoroughly familiar with Brown Act rules; assist in gathering information from Board Chairs to create meeting agendas and post them in Legistar; facilitate Zoom meetings; gather, tabulate and analyze data; write and organize reports; draft policies and procedures; read and interpret legislation and regulations; communicate and work effectively with members of the public and ot...
