A Review and Rank Panel of non-conflicted Council members met on 7/14, 7/23, and 7/27. Reviewed 8 scored renewal projects and 15 scored new project applications in the local competition. Projects were scored using Council-approved scoring tools revised by the Funding Committee earlier this year

 

2026 CoC NOFO highlights

                     Funding for permanent housing is limited in the 2026 CoC NOFO due to $1.3 billion set aside (32% of available funds) for TH/SSO projects, HUD selection priorities, and incentives in CoC application

                     Tier 1 is at is 60% of Annual Renewal Demand - it was 30% in the rescinded FY 2025 CoC NOFO but typically around 90% prior to

 

Tier 1

                     CoC prioritized maintaining existing PSH units - only 8 renewal projects included but all 8 reallocated partial funding to fit into reduced Tier 1 funding amount

 

Tier 2

                     15 new projects submitted and all are included in Tier 2: 6 Transitional Housing, 7 Supportive Services Standalone, and 2 Supportive Services Street Outreach

                     New local policy (as of 2026) to prioritize new transition grants (renewal projects transitioning project types) over other new projects
