RECOMMENDATIONS:
Acting as the governing board for the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Sparc Fire Protection Engineering, LLC, in an amount not to exceed $450,000 to provide fire protection engineering consulting services, including plan review and technical training, for the period of July 1, 2025 through June 30, 2028.

FISCAL IMPACT:
100% CCCFPD General Operating Fund.

BACKGROUND:

The Contra Costa County Fire Protection District issued a Request for Proposals (RFP No. RFP_F-CONTR-0000000049) seeking qualified consultants to assist with plan review and technical training services due to increasing permit volume and the need to maintain compliance with applicable fire codes and regulations.

Sparc Fire Protection Engineering, LLC submitted a responsive proposal dated April 22, 2025, outlining its qualifications, experience, and capacity to deliver plan review and technical training services. The firm is composed of licensed fire protection engineers with experience in jurisdictions throughout California, including prior work with CCCFPD and neighboring agencies.

The Contractor's services will help maintain the Fire District's plan review timelines and provide enhanced training opportunities for Fire Prevention staff, which are essential to supporting community fire safety, new construction review, and the professional development of fire inspectors.
