RECOMMENDATIONS:

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a sub-sublease with Concord Jet Service, Inc., in an amount not to exceed $700,000, to provide an aircraft hangar, office space and helicopter fuel, for the period of May 1, 2024 through April 30, 2029.

 

 

FISCAL IMPACT:

Approval of this request will result in up to $700,000 in contractual service expenditures over a 5-year period and will be funded 100% by the General Fund.

 

 

BACKGROUND:

Concord Jet Service, Inc. will provide aircraft hangar space at Buchanan Field Airport for the

Office of the Sheriff helicopters and office space for staff. The Office of the Sheriff will initially pay the contractor $2,302.11 per month for hangar space rental and $2,673.20 per month for office space rental, for a total rent of $4,975.31 per month. There will be a five percent increase in rent each year of the contract. The sub-sublease allows for the purchase of helicopter fuel.

 

The department is seeking approval of this retroactive contract due to a negotiation delay and an administrative delay caused by the substantial number of new contracts of the Office of the Sheriff is currently handling.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, the Office of the Sheriff will not have hangar space for the Sheriff’s Helicopter Unit or office space for staff.
