RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County contract #23-667-3 with Jorge Pena Consulting LLC, a limited liability company, in an amount not to exceed $666,750, to provide consultation, system planning, and project management services for County's Health Services Department's Patient Accounting and Information Technology Unit, for the period January 1, 2026 through December 31, 2027.

FISCAL IMPACT:
Approval of this Contract will result in contractual expenditures of up to $666,750 over a two-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

BACKGROUND:
This Contract meets the needs of the County by providing integral expertise to the Patient Accounting and Information Technology Units. Contractor has in-depth knowledge of the Behavioral Health Services Division (BHSD)'s billing processes including the legacy systems as well as the current systems being used by BHSD. In addition, Contractor has years of experience with Short-Doyle Medi-Cal claiming requirements and State reporting requirements and has been a resource to BHSD for State required transactions. Contractor was involved with the migration from InSyst (PSP) to ShareCare and Epic and SmartCare and has historical knowledge of the County's needs and processes.

This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Patient Accounting and Information Technology Unit's Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld.
