RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute contract amendments with the Aspiranet to increase the payment limit by a total of $337,980, to a new total payment limit of $2,385,861 to provide Home Visiting services from July 1, 2024 to July 31, 2024, and from August 1, 2024 to August 31, 2024, subject to approval by the County Administrator and approval as to form by County Counsel.


FISCAL IMPACT:

$337,980: 79% Federal (Administration of Children and Families for Head Start and Early Head Start Programs), 21% State (California Department of Social Services for State General Childcare) all of which is budgeted in FY 2024-25.


BACKGROUND:

On June 27, 2023, the Board approved item C.99 authorizing a contract with Aspiranet for a term of July 1, 2023, to June 30, 2024, in an amount not to exceed $1,520,948.
On March 5, 2024, the Board approved 24-0634 authorizing a contract amendment with Aspiranet, to increase the payment limit by $526,933 for a new payment limit not to exceed $2,047,881 with no change to the term.
The approval of this Staff Report will extend the prior approved contract for a term of July 1, 2023, through August 31, 2024. The amended term shall include an increase of the total payment limit to $2,385,861.
On May 23, 2024, the Administration of Children and Family (ACF) notified the Employment and Human Services Department (EHSD) that the 2024-2028 Competitive Head Start Application is still under review and directed EHSD to submit grant extension requests to ensure current childcare services may continue through July 2024.
