RECOMMENDATIONS:

APPROVE Budget Amendment No. 25-00066 to transfer funds from Facility Lifecycle Improvement, budget unit 0085, to Plant Acquisition - General Fund, budget Unit 0111 for the East County Service Center (ECSC). The amendment includes $2,645,801.21 for the purchase of five acres of undeveloped property in Brentwood and $2,354,198.79 for construction and project related costs. (Project WH429A)

100% General Fund

BACKGROUND:

The fiscal year 24-25 budget includes $5 million for initial costs related to the East County Service Hub (ECSC). The budget amendment is to align the budgeted funds to the expenditures.

On May 13, 2025, the Board of Supervisors approved the acquisition of property adjacent to three acres of unimproved property the County owns along Technology Way in Brentwood (the Existing Parcel). The Existing Parcel is the planned site of the ECSC. The purchase of these additional five acres will expand the development site and eliminate the need to construct a parking garage as part of the development, saving the County an estimated $15 - $20 million. In addition, the additional five acres will provide the County with more flexibility in the design of the ECSC.

The ECSC will be approximately 120,000 square feet and will house 440 county staff across at least nine departments.

The capital project to evaluate potential ECSC alternatives and subsequently scope, plan, design, and construct selected facility is part of the Countywide Facility Masterplan, 9/20/22.
