Report Title:                     APPROVE the Loftus Road Speed Humps Project and take related actions under CEQA, Bay Point area.

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

 

APPROVE the Loftus Road Speed Humps Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Bay Point area.  [County Project No. WO4206, DCD-CP# 23-25] (District V).

 

DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 1 Categorical Exemption, pursuant to Article 19, Section 15301(c) of the CEQA Statue and Guidelines, and

 

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to file a Notice of Exemption (NOE) with the County Clerk, and

 

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to DCD for processing, and a $50 fee to the County Clerk for filing the NOE.

 

FISCAL IMPACT:

 

Estimated Project cost: $78,000.  100% Local Road Funds.

 

BACKGROUND:

 

The purpose of the project is to improve public safety along the entirety of Loftus Road by installing four speed humps and associated traffic signs for each. The surrounding residents have expressed concerns over excessive speeding and installation will result in lower speeds through the extent of Loftus Road. Existing pavement will be cut and grinded down to install hot mix asphalt speed humps and traffic striping. The work will require temporary traffic control and last approximately ten days.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The project will not be constructed.
