RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #27-864-15 with Datastat, Inc., a corporation, effective April 1, 2026, to amend Contract #27-864-13, to increase the payment limit by $200,000, from $405,000 to a new payment limit of $605,000, and include the Dual Eligible Special Needs Plan (D-SNP) obligations and requirements and add survey types for additional Consumer Assessment of Healthcare Provider and Systems (CAHPS) surveys to Contra Costa Health Plan (CCHP) members and County recipients, with no change in the term ending November 30, 2027.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional contractual service expenditures of up to $200,000 as budgeted by the department and funded 100% by CCHP Enterprise Fund II revenues. (Additional Rates)

BACKGROUND:
Datastat, Inc. is a National Committee for Quality Assurance (NCQA) certified survey research group who will conduct the CAHPS adult Medi-Cal survey project. The survey will be part of the NCQA Healthcare Effectiveness Data Information Set (HEDIS) accreditation program for CCHP. HEDIS reporting is a requirement of health plans per NCQA and the Centers for Medicare and Medicaid (CMS) for use in health plan accreditation, Star Ratings, and regulatory compliance. CCHP has contracted with Datastat, Inc. since January 1, 2012.

This Contract Amendment is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000; Health and Safety Code ? 1451.
