Report Title: Contract amendment with Fernandes Auto Wrecking and Towing, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Department of Conservation and Development or designee, to execute a contract amendment with Fernandes Auto Wrecking and Towing, Inc., effective March 31, 2026, to increase the payment limit by $200,000 to a new payment limit of $400,000, and extend the term from June 30, 2026 through June 30, 2027 for on-call vehicle towing services throughout the unincorporated area.
FISCAL IMPACT:
Contracted towing services are fully paid for with Abandoned Vehicle Abatement Program (AVAP) funding.
BACKGROUND:
The Abandoned Vehicle Abatement Program in Contra Costa County is responsible for the removal of abandoned, wrecked, dismantled, or inoperative vehicles from public or private property. The program aims to remove abandoned vehicles to improve safety and community aesthetics. The Department of Conservation and Development’s (DCD’s) Code Enforcement Program is responsible for operating the Abandoned Vehicle Abatement Program. Code Enforcement utilizes private towing services to tow abandoned vehicles.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract amendment is not approved, DCD will be unable to remove abandoned vehicles throughout the unincorporated area of the County.
