RECOMMENDATIONS:
APPROVE and AUTHORIZE the District Attorney, or designee, to execute an End-User License Agreement with Tracker Products LLC in an amount not to exceed $40,668 for the Safe Evidence Management System software subscription for the period December 1, 2024 through November 30, 2027.
FISCAL IMPACT:
Approval of this action will result in expenditures of up to $40,668 over three years which will be included in the Departmental Budget.
BACKGROUND:
The Tracker Products' Safe Evidence Management System provides a valuable service to the people of Contra Costa County, in particular, victims of sexual assault. Historically, there have been many untested sexual assault examination kits in counties all over the State of California. Contra Costa County was able to secure a grant to have all untested sexual assault kits analyzed and that testing was completed in 2018. To address the statewide problem, the State Legislature amended Penal Code section 680 to require that all sexual assault examination kits must be delivered to the criminalistics laboratory within 20 days of the examination.
The Tracker System utilized in Contra Costa County ensures that all police agencies in Contra Costa County are compliant with the law and that the County's sexual assault kits are tested in a timely fashion.
As a result of the Tracker system, Contra Costa County has been able to maintain 100% compliance with the timely testing of sexual assault kits. The result is that sexual assault victims are guaranteed timely processing of their sexual assault kits, timely review of their cases by the District Attorney's Office, and resolution of their cases in court.
