RECOMMENDATIONS:
RATIFY the action of the Health Services Director, or designee, to execute on behalf of the County Contract #25-125 with Joshua Sparks (dba Lee's Building Maintenance Company), a Sole-Proprietor, in an amount not to exceed $199,600, to provide janitorial services for the County's homeless shelters, for the period from October 1, 2024 through September 30, 2026.

FISCAL IMPACT:
Approval of this contract will result in contractional service expenditures of up to $199,600 over a two-year period and will be funded as budgeted by the department in FYs 2024-26, by 100% State CalAIM Community Supports funding.

BACKGROUND:
Contra Costa Health Services' Health, Housing and Homeless Division is responsible for staffing and running the County's homeless shelters. These shelters run 365 days per year and are at full capacity. The shelters provide sleep stations, meals, bathrooms and showers, and all supportive services are offered including case management. Standards of performance need to be met per the contract which outlines expectations for all cleaning tasks identified. Quality Assurance guidelines include random inspections as well as scheduled quarterly inspections to ensure the obligations of the contract are being met. This Contractor's was selected following a formal Request for Proposal (RFP) process.

According to California Government Code Section 25358, the Board of Supervisors can provide all necessary officers, employees, attendants, services, and supplies for the proper maintenance, care, and upkeep of the county buildings and grounds, and the board may contract therefor pursuant to Article 3.5 (commencing with Section 20120) of Part 3 of the Public Contract Code.
