RECOMMENDATIONS:
Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment with Advanced Data Processing, Inc., to increase the payment limit by $10,800,000 to a new payment limit of $28,800,000 and extend the term through December 31, 2028, to continue providing billing support and professional services, and add a Refunds section to the Service Plan.
FISCAL IMPACT:
The contract is revenue positive to the Fire District. The District pays the contractor a monthly amount representing fees for billing services. The contractor fee is 2.95% of monies collected on accounts referred by the District. All monies paid to the contractor come from collected accounts.
BACKGROUND:
The Contra Costa County Fire Protection District (District) delivers both emergency and non-emergency medical services within its jurisdiction. These services encompass 911-system emergency ambulance transports, emergency medical services first response, and inter-facility ambulance transports for both residents and visitors. The District assesses charges for the provision of these services, Advanced Data Processing, Inc.
The District began using the services of this contractor on November 17, 2025. The contractor is a full-service ambulance and emergency medical services (EMS) billing agency that works to invoice and collect insurance payments for ambulance transportation services.
