RECOMMENDATIONS:
APPROVE Budget Amendment No. BDA-26-00567 authorizing new revenue from the California Department of Industrial Relations (DIR) Labor Commissioner's Office (LCO) in the amount of $809,633 to the District Attorney's Office to fund a Wage Theft Prevention Unit for the period August 1, 2025 through July 31, 2026.

FISCAL IMPACT:
100% state funding, matching funds are not required. This action will increase Fiscal Year 25-26 revenue by $809,633 and increase corresponding expenditure by the same amount.

BACKGROUND:
The District Attorney's Office received Board of Supervisors' approval and authorization on June 24, 2025, to apply for and accept grant funding from the California Department of Industrial Relations (DIR) Labor Commissioner's Office (LCO) in an amount not to exceed $700,000 to continue to fund a Wage Theft Prevention Unit for the period August 1, 2025 through July 31, 2026. The LCO subsequently announced that the Contra Costa District Attorney's Office has been awarded $360,000 for the grant period August 1, 2025 through July 31, 2026. In addition, the LCO approved the prior year unspent grant funding rollover in the amount of $449,633 for the same program into the current grant period. Therefore, the total approved grant revenue from LCO for the DA's Wage Theft Prevention Unit is $809,633 for the period August 1, 2025 through July 31, 2026.

The purpose of this board order is to appropriate revenues and expenditures for FY25-26 which is consistent with the acceptance of the grant as previously approved by the Board.
