Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Unpaid Student Training Agreement (USTA) #72-296 with American Public University System (APUS) (dba Rasmussen University), a corporation, for its Nursing and Public Health students to receive clinical field experience and instruction from the County’s Public Health Division for the period September 1, 2026 through August 31, 2028.

FISCAL IMPACT:

None. This is a non-financial Agreement.

BACKGROUND:

The purposed of this USTA is to provide Rassmussen University Nursing and Public Health students with the opportunity to integrate academic knowledge with applied skills at progressively higher levels of performance and responsibility. Supervised fieldwork experience for students is considered to be an integral part of both educational and professional preparation. The Health Services Department provides field education while at the same time benefiting from the student’s services to County patients.

Approval of USTA #72-296 will allow APUS’ Nursing and Public Health program students to receive supervised fieldwork experience with County’s Public Health Division through August 31, 2028. This USTA includes a mutual indemnification provision to hold harmless both parties for any claims arising out of the performance of this USTA.

CONSEQUENCE OF NEGATIVE ACTION:

If this USTA is not approved, Contractor’s students will not receive the clinical field experience and instruction needed from the County in conjunction with their Nursing and Public Health Program.
