Report Title: Interagency Agreement #74-656-1 with City of San Ramon for its Police Department
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute, on behalf of the County Interagency Agreement #74-656-1 with City of San Ramon for its Police Department, a government agency, containing mutual indemnification, in an amount not to exceed $164,082 to provide outreach services to residents of San Ramon diagnosed with a serious and persistent mental illness (SPMI) and who have a history of multiple contacts with law enforcement, attempts or acts of physical aggression during encounters with law enforcement or others, domestic violence, firearm use or possession, and/or multiple visits to Psychiatric Emergency Services (PES) for the Mental Health Evaluation Team (MHET) Program, for the period July 1, 2023 through June 30, 2024.
FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $164,082 and will be funded 100% by Assembly Bill 109 funds.
BACKGROUND:
The purpose of this Interagency Agreement is for Contra Costa County's Health Services (CCHS) to take over administration of this agreement from the county's Probation Department. City of San Ramon and County have formed a joint outreach program "MHET Program" which focuses on the needs of residents with SPMI by providing joint welfare checks, clinical assessments with recommendations, case management and linkage to appropriate and available community mental health services, which will result in a reduction in the number of physically aggressive and/or negative interactions between residents with SPMI and law enforcement; a reduction in the number of repeat calls for service; a reduction in the number of avoidable visits to PES; a safer, better quality of life for the resident, their family members, and the community at large; and a significant cost savings should be ...
