RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Department to accept grant funding from The James Irvine Foundation in an amount not to exceed $25,000 for participation in Irvine's Public Sector Practice Change Research Project, for the period November 1, 2024 through October 31, 2025.

FISCAL IMPACT:

$25,000: 100% Other (The James Irvine Foundation), all of which is budgeted in FY 24-25.

BACKGROUND:

The James Irvine Foundation is making grant awards to East Bay Workforce Development Boards (WDB) that participated in the Irvine Foundation's Public Sector Practice Change Research Project. There was no competitive application process for this grant. The goal is to assist workforce development boards in building their capacity to advance racial equity, promote holistic service delivery and create quality jobs both internally and in the communities being served. The funding allows for a specific project outside of the normal, core services the WDB provides and must not supplant a core activity of the WDB. Grant funds will be used to increase partnerships in the workforce system through professional development for staff, hosting non-profit community and business-facing events/open houses; and procuring advertising materials not otherwise allowable by WDBCCC's other funding sources.

CONSEQUENCE OF NEGATIVE ACTION:

Should the proposed action not be approved by the Board of Supervisors, the workforce system may not benefit from increased partnerships, professional development for staff, non-profit community and business facing events/open houses, and advertising materials.
