RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Librarian, or designee, to close the Kensington Library from Friday, July 24, 2026, through approximately February 2028, for building renovations.
FISCAL IMPACT:
Of the estimated $4,970,715 construction cost, $1,480,774 (30%) will be funded with Measure X Funds, and $3,489,941 (70%) will be funded by the Library Fund.
BACKGROUND:
This closure will cover two projects managed by Public Works. The first project will upgrade the electrical system and install a new all-electric heating, ventilation and air conditioning system. During the construction phase of this work, Public Works will prepare project and bid documentation to initiate an RFP for the second project, which will include extensive interior renovations and ADA upgrades. The interior renovations will include new carpeting, shelving, windows, furniture and finishes, fire alarm and sprinkler systems, and a new outdoor space for gathering. The ADA work will include accessible parking upgrades and new ADA restrooms for the public and staff. The interior renovations and ADA work will begin as soon as the first project is completed. The facility closure and entire renovation project is estimated to take at least one year and will reopen upon completion.
CONSEQUENCE OF NEGATIVE ACTION:
The building renovations will not be able to proceed.
