RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26293 to add three (3) Health Services Accountant (VCTB) positions (represented) in salary plan and grade ZB5 1804 ($8,913.669 - $10834.642) and cancel one (1) Registered Nurse-Project (VWX5) (represented), one (1) Account Clerk-Advanced Level (JDTD) (represented), and one (1) Account Clerk-Experienced Level (JDVC) (represented) in the Health Services Department.

FISCAL IMPACT:
Upon approval, this action will result in an annual increase of $135,685.09 with $19,822.19 in pension cost inclusive. These positions will be funded by 50% Federal and 50% State funding.

BACKGROUND:
The California Advancing and Innovating Medi-Cal (CalAIM) program was created to transform and improve healthcare services to persons with Medi-Cal coverage through a complex set of initiatives to improve access, quality, and coordination of care. These initiatives will be implemented across CCH, and requires coordination between the Contra Costa Health Plan, Mental Health Services, Alcohol and Other Drugs Services, and Detention Health.

The FY24-25 Recommended Budget included 68 FTE for Detention Health to fulfill necessary West County augmentation per court order; 36.0 FTE to support CalAIM program expansion staffing requirements and opioid abuse reduction efforts; and increased staffing to implement the CalAIM billing requirements.
