RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with First Place for Youth, in an amount not to exceed $1,584,000 to provide transitional housing and support services to eligible emancipated transitional aged former foster youth for the period July 1, 2026, through June 30, 2028.


FISCAL IMPACT:
100% State funded, of which 50% will be budgeted in FY 26-27, and 50% will be budgeted in FY 27-28.


BACKGROUND:
Transitional Housing Program-Plus (THP+) is a transitional housing program for young adults who exited foster care on or after their 18th birthday and are not yet 25 years of age. The housing model provides participants a safe living environment while obtaining skills and supportive services to become self-sufficient, including educational and employment services, counseling and crisis intervention, as well as assistance with securing permanent housing. First Place for Youth (Contractor) will provide THP+ services for up to an average of twenty (20) full-time participants per month as referred by the EHSD Children and Family Services Independent Living Skills Program staff.
This action seeks to execute a contract renewal; the previous contracts with this Contractor for these services were authorized by the Board of Supervisors on April 24, 2023 (C.46), for FY 2023/2026 and on May 24, 2022 (C.44), for FY 2022/2023.
